In a recent development, the Jammu and Kashmir Board of School Education (BOSE) has initiated decisive action by categorizing on-roll students from 60 private academic institutions in Kashmir, operating on proprietary land, as having “expired affiliations.”
This move has sparked controversy, raising concerns about the sudden transition for students and the future of these private educational institutions.
According to the BOSE directive, these schools failed to submit their extension case files, leading the board to associate the students with nearby government schools.
The order, issued by Deputy Secretary BOSE, cites the expiration of affiliations for private academic institutions in the Kashmir division in October 2021 and 2022.
It highlights the failure of the management to provide the necessary case files for extension, including required certificates and safety documents as per established rules and norms.
In an effort to safeguard the academic careers of on-roll students in classes 10th, 11th, and 12th, the order authorizes the tagging of these students with nearby Government High and Higher Secondary Schools and Cluster Head Schools in the Kashmir division.
Meanwhile, BOSE has instructed concerned principals and cluster heads to authenticate and submit Permission-cum-Admission (PCA) forms for classes 10th, 11th, and 12th, along with Renewal Registration Returns, as per the Director Academic’s notification. This process must occur after securing necessary discharge certificates for the students in question.
Additionally, the order requires the defaulter schools to remit a tagging fee equivalent to a periodical inspection fee for the current academic session 2023-2024, as prescribed by the Director Academics.
The directive sternly warns “defaulter” schools not to enroll any students in classes 9th, 10th, 11th, and 12th from the next academic session 2024-2025 without obtaining formal affiliation and recognition from BOSE and the School Education Department (SED).
This order remains subject to the outcome of any pending writ petition(s) before the competent court(s) of law.
While BOSE has tagged on-roll students from 60 private schools with nearby government schools, the SED has granted an extension to the recognition of 154 private schools in the Kashmir division, each with specific conditions, both with and without deficiencies.
Principal Secretary SED Alok Kumar issued the order, emphasizing that the extension is contingent upon strict adherence to rules and guidelines regarding affiliations, recognition, and upgradation. Schools must address any deficiencies within three months from the order’s issuance, failing which the extension will be deemed withdrawn without further notice.
The SED has outlined conditions for recognized schools, including compliance with NOCs about safe transportation, boarding or de-boarding arrangements, and adherence to traffic management plans.
Furthermore, schools must strictly follow government committee directives on fee structure regulation, with non-compliance risking withdrawal or cancellation of affiliations and recognition.
